After four consecutive years of failing to seize the grand prize of Grande Prêmio de Honra, NMH was especially cautious in handling the selection process in 1965. However there was not much breakthrough in the selection process: aside from removing carving and modeling, NMH added the category of graphic design, only increasing the number of works of selected candidates by juror recommendation. In the end, most shortlisted participants still exhibited only 1 work, while numerous artists including Han Hsiang Ning, Wu Hao, Chen Ting-shih and others expressed disinterest. The initiative in inviting previous exhibitors to join in jury also raised doubts in nepotism for members of certain painting associations.

Moreover, due to the changes in exhibition and lack of nomination to Brazilian organizers, the succession of Honorable Mention was interrupted. While many other countries featured “substantial” works in Bienal de São Paulo, Taiwan’s smaller exhibits were overshadowed.
